GitLab merge trains starve on high-churn monorepos: a single slow pipeline holds the train while dozens of ready MRs wait behind it. Fair scheduling with bounded wait is needed.

Acceptance criteria

  • No MR waits more than two train rotations behind a stuck pipeline
  • Train throughput holds on a 500-MR soak with mixed pipeline times
  • No regression in existing merge-train failure-handling specs
  • Feature flag plus rollout documentation included
